Catapults normally fire at 1 target. Rally Point levels 2-4 can select Warehouse or Granary, levels 5-9 also unlock resource-production buildings, and level 10 unlocks every directly selectable building, including Treasury. Level 20 unlocks 2 targets when at least 2000 catapults are sent. Any locked or invalid target becomes a random non-wall building.
