Both sides can. The player hosting the reinforcements can send them home from the Rally Point of the village where they are stationed, and the player who sent them can call them back from the Rally Point of their home village. For troops stationed in an oasis, the oasis owner sends them home from the village that owns the oasis. Either side can send back the whole group or only part of it. An account sitter can do this only with permission to send troops.
