A small celebration gives 500 culture points and a large one gives 2000. The points arrive when the celebration finishes, not while it runs, and go to the village that held it. They add to that village's culture points once and do not raise its hourly culture rate. If the village is no longer yours when the celebration finishes, you receive nothing.
