Yes. Ask for everything at once, for example "build all empty fields, raise every building below 10 to 10, then the Warehouse to 15", and the Advisor prepares one plan with up to 12 goals for that village, in your order. "Every building below 10" means each building standing in the village now; a building the plan adds is not included. The plan lists what each goal needs, such as storage or croplands, once for all goals. If one goal is not possible, for example a field above 10 outside your capital, the Advisor's answer says why and the other goals are still planned. You approve, stop or cancel it as any other plan.
